Forest L. 'Mike' Ramsey USA (RET) retired as a career US
Military Officer with extensive emergency management /
military support to civil authorities (MSCA) experience.
His career covered over 30 thirty years of cumulative
military service in addition to extensive experience in
the civilian business and government sectors.
His military career began in 1967 with induction into
the U.S. Army, covered a tour in South Vietnam as an
aviation unit commander, continued in the Army National
Guard beginning in 1976, then extended through
assignments in the international and domestic operations
arenas, including Deployment Team Chief for DESERT
SHIELD/DESERT STORM at U.S. Forces Command, culminating
in assignments as Chief of Operations, Army National
Guard, and then as Chief, National Guard Bureau Olympic
Task Force, sending over 13,000 National Guard personnel
to provide security support to the 1996 Summer Olympic
and Paralympic Games in Atlanta, and ending as the NGB
Special Officer for Combating Terrorism.
Most significantly, his experience as Chief of
Operations, Army National Guard, saw extensive
involvement with MSCA in disaster response and domestic
military activities across the nation, with direct
involvement in national support to Hurricanes Iniki and
Marilyn, Northridge earthquakes, Midwest and
Southeastern floods, Summit of the Americas, Southwest
Border Counter Drug projects, visits of the Pope, and
World Cup soccer games to name a few, plus overall
responsibility for physical security of over 5000 Army
National Guard facilities in 54 states and territories
in addition to an assignment as Chief of Intelligence.
Steven Kuhr
Director
Mr. Kuhr has extensive operational and consulting
experience in guiding governments, agencies, and
corporations throughout the nation in preparing for all
hazards emergencies and catastrophic terrorism,
especially those involving chemical and biological
weapons.
Mr. Kuhr served with the City of New York for 20 years
before joining the private sector. As deputy
commissioner of the Mayor's Office of Emergency
Management, he oversaw and managed the City's
catastrophic terrorism readiness, planning, and response
programs, and directed planning for all-hazards, such as
severe/tropical weather, and failures of critical
infrastructure.
Mr. Kuhr has served as an adjunct faculty
member at FEMA's Emergency Management Institute and the
Department of Defense - National Guard Bureau, National
Interagency Civil Military Institute (NICI - Camp San
Louis Obispo) where he instructed on a variety of
emergency management and counter-terrorism topics. He
has written, published and lectured on emergency
management, counter-terrorism preparedness, and port
security within the US and internationally.
David Schoenfeld

Specialist
Mr. Schoenfeld has over 30 years of
experience in executive level law enforcement, public
safety and emergency preparedness. He served in various
law enforcement and emergency management capacities
including Chief of Special Operations with the New York
Department of Correction, and Chief of Staff/Special
Executive Assistant to various NYPD Commissioners and
executive level chief officers. In his capacity at
Correction, he commanded the Emergency Service Unit and
was responsible for agency-wide emergency preparedness
programs. He authored and led the development for a
number of emergency operations plans including that for
Rikers Island Correctional Facility as well as other
prison facilities in the Correction system.
Chief Schoenfeld brings his strength
as a senior project management executive to RAM's
engagements. Mr. Schoenfeld has the demonstrated ability
to manage large organizations, such as those required
for RAM projects, and has the keen ability to manage
timelines, people, and deliverables to ensure that RAM
meets its requirements and obligations. His private
sector clients include Suffolk County Department of
Fire, Rescue and Emergency Services; Knoxville, TN
Mayor's Office, the Detroit Police Department,
Disney-ABC Studios, and New Jersey Transit.

H. E. 'Bo' Mayhew

H. E. 'Bo' Mayhew, USA (RET) has long been recognized
for his devotion to the resolution of some of the
nation's most pressing and critical disaster issues. He
comes to SEG with an extensive portfolio of military and
civilian emergency management experience.
COL Mayhew culminated his 30-year military career as
Special Advisor to the Army National Guard, Domestic
Military Support, on March 31, 1999. During his
distinguished career, he performed as a Cobra gun-ship
pilot, 1st Air Cavalry Division in 1969-70, an
operations officer for US Army South, Republic of
Panama, during Operation Just Cause and other
operations; as Chief, Military Support Branch, National
Guard Bureau, during the Los Angeles Riots, Northridge
and Loma Prieta Earthquakes, and Mid-West Floods; and as
Chief, Operations Division during Hurricanes Marilyn and
Opal, the Southeast Floods, and the 1996 Olympic Games
in Atlanta.
In the course of his career, COL Mayhew was a primary
contributor to the seminal U.S. Federal Response Plan in
the aftermath of Hurricane Hugo; instrumental in
initiating the current movement toward a national
Emergency Management Assistance Compact (EMAC) between
neighboring states, of which 49 states and two
territories are currently signatories; was personally
responsible for developing the series of engineering
exercises in Central and South America referred to as:
Minuteman in 1982, Blazing Trails, Abriendo Rutas,
Fuertas Caminos, and finally, Nuevo Horizontes in 1998;
and was the innovative lead in developing the current
national program for response to Weapons of Mass
Destruction for the Department of Defense.
Walter M. Kowalczyk

Walter Kowalczyk has 27 years experience in public
safety and emergency management.
Mr. Kowalczyk leads, manages and oversees client
oriented operations with the focuses on emergency
preparedness, continuity of operations, public safety,
and health and medical programs.
Mr. Kowalczyk is a credentialed and seasoned Subject
Matter Expert possessing extensive experience in
planning for, and managing all hazards emergency
preparedness programs, mass casualty incidents and
health and hospital preparedness and continuity and
recovery programs.
David H. Fischler
Senior Program Manager
Fire-Life Safety & Emergency Management Advisor
Mr. Fischler retired after 28 years with the Suffolk
County (NY) Department of Fire Rescue and Emergency
Services - the last ten years wherein he served as
Commissioner of the department.
During his tenure, he served as the county's incident
commander for the 1995 Wildfires, the 1996 TWA
explosion, and the response of county assets to the 2001
World Trade Center.
Commissioner Fischler graduated from Touro Law School
with a Juris Doctorate and is an attorney admitted to
practice law before the Courts of the State of New York.
He also has a Bachelor of Arts degree in Biology from
Alfred University, a Master of Arts degree in Biology
from Hofstra University, and a Master of Arts degree in
Health Education from Adelphi University. Commissioner
Fischler was awarded a fire service fellowship to
Harvard University John F. Kennedy School of Government
and is a graduate of the Senior Executives in State and
Local Government program. He is currently a nationally
designated Chief Fire Officer and has been a New York
State Advanced Life Support provider since 1975.
Commissioner Fischler has lectured extensively at state
and national conferences including, but not limited to,
the International Disaster Conference, United States
Department of Energy Emergency Management Conference,
Fire Rescue International, Legal and Practical Aspects
of Emergency Management, National Incident Management
Symposium, Florida Medical Examiner's Association and
the Southern California Emergency Managers' Association.
